Dr. Robert A. Christensen

Dr. Robert A. Christensen is Chief of Training, Exercises and Development and a State Emergency Operations Center Manager for New Hampshire Homeland Security and Emergency Management, overseeing all-hazards training, exercises, and development throughout the State. He has also served as the SEOC’s Operations Chief for eight years. In addition to teaching MGT-405 Mobilizing Faith-Based Community Organizations in Preparing for Disaster, Dr. Christensen also instructs L-0146 Homeland Security Exercise and Evaluation Program (HSEEP), G-191 ICS/EOC Interface, as well as G-402 ICS for Senior Officials. He also serves on the State’s single Type III IMT Team, has represented Region I states (New England) on the SAA Advisory Council for the National Domestic Preparedness Consortium, and has recently been asked to lead the recertification/rewrite of FEMA’s MGT-405 Mobilizing Faith-Based Community Organizations in Preparing for Disaster class. In 2022, Christensen presented on connecting Faith Based Community Organizations with emergency management as part of a White House webinar on the subject. Related, he leads a multi-disciplinary, multi-agency team working across the state of New Hampshire providing emergency preparedness seminars and tabletop exercises for faith-based community organizations and their local municipalities.

Previously, he was an administrator for the State’s E-911 system and the Toll Manager for the NH Department of Transportation’s Bureau of Turnpikes. During the 90’s into the early 2000’s, Robert was founder and senior pastor of Christ Community Church in Weare, NH, serving in that role for ten years, leading an upstart congregation through both its formative years and the all-volunteer construction of its present-day building. During these years, he also served as the Police Chaplain of the Weare (NH) Police Department as well as Director of the Northeast Church Planters Network. Christensen also has local government experience, having served as the town administrator for Weare, NH.

Dr. Christensen holds the Doctor of Arts degree in leadership from Franklin Pierce University, the Certificate of Advanced Graduate Studies degree in educational leadership from Plymouth State University, a Master of Arts in Religion from Liberty Baptist Theological Seminary, a bachelor’s degree in multidisciplinary studies from Liberty University and a Biblical Studies Diploma from Boston Baptist College. Further, he is a Certified Public Manager, Lean Process Improvement Black Belt and a college professor instructing on leadership topics at the graduate level.
