
Scott Lowry
Mr. Scott Lowry is an instructor with The University of Findlay, an academic partner of the RDPC.
Lieutenant (Lt.) Lowry is a 21 year veteran of the Findlay (OH) Police Department. He is currently assigned as the training coordinator, with responsibility for coordinating all outside training and developing in house training curriculum for the department.
Lt. Lowry has worked in many aspects of law enforcement, from patrol officer and supervisor to investigations and supervising narcotics task force operations. He has 16 years experience with the department tactical team, serving in roles as operator, team leader, tactical commander and team commander.
Lt. Lowry has hundreds of hours of law enforcement training, including Ohio peace officer instructor training, basic and advanced special weapons and tactics (SWAT), hostage rescue, crisis negotiator, active shooter instructor, and ALICE (Alert, Lockdown, Inform, Counter, Evacuate) instructor training.
Lt. Lowry has worked closely with the All Hazards Training Center at The University of Findlay for over five years, conducting school safety and security training, vulnerability assessments as well as assisting in the implementation of the threat assessment management process for schools.
