Mr. Joshua Billis is an instructor for NorthWest Arkansas Community College, an academic partner of the RDPC.
Mr. Billis is currently the director of the Office of Emergency Communications for Benton County, Arkansas. He oversees the daily operations of a state-of-the-art emergency communications center, providing emergency communications support to over 60 jurisdictions. He is also responsible for ensuring a functional emergency communications network within Benton County for normal public safety use as well as event specific situations.
As a member of the congressionally mandated FEMA Regional Emergency Communications Working Group for Region Six, Mr. Billis functions as an advocate for public safety communications interoperability. He also serves on numerous national committees within the Association of Public Safety Communications Officials.
A native of Wyoming, Mr. Billis graduated from the Wyoming Law Enforcement Academy and has numerous certifications and certificates in law enforcement, emergency management, communications, fire and rescue, and emergency medical services.
