Dr. Theresa Pickett

Dr. Theresa Pickett is an instructor with North Carolina Central University, an academic partner of the RDPC.

Dr. Pickett retired from Miami-Dade County (FL) after serving many years as a first responder. She served as housing inspector, conducting damage assessments after storms; chief housing inspector with the Building and Zoning Department; and assistant enforcement chief with the Solid Waste Department. Her duties as assistant enforcement chief included training personnel in disaster preparedness, preparing and presenting cases in civil and criminal court, representing agencies at the emergency operation center, prior, during and after hurricanes, and processing data for submission to the Federal Emergency Management Agency (FEMA) for reimbursement.

Dr. Pickett has been an active volunteer with the American Red Cross (ARC) for many years, earning the President’s Volunteer Service Award, among many awards, and has worked many disasters. She has also conducted many disaster presentations, including the New Baptist Covenant, founded by President Jimmy Carter.

As an independent contractor she has served as an adjunct professor with Florida Memorial University, hearing officer with the 11th Circuit Court in Miami-Dade County and worked with North Carolina Central University in the Building Resilience with Diverse Communities project, a Department of Homeland Security funded project. Dr. Pickett also served as a Kingian Nonviolence trainer in several venues, including Lagos, Nigeria.
