Corporal Brendan Tomaino is an instructor with Eastern Kentucky University, an academic partner of the RDPC.
Corporal Tomaino has been with the Pennsylvania State Police since 1995, serving in many capacities, including as nuclear, biological and chemical officer, advanced accident investigator, vehicle fraud investigator, and patrol officer. He is a certified instructor for the Pennsylvania State Police, United States Department of Homeland Security, Louisiana State University (LSU) Academy of Counter-Terrorist Education and the National Tactical Officer’s Association.
Corporal Tomaino has extensive experience in event security planning. He has worked the command post for NACAR’s Pocono 500 and Pennsylvania 500 races as a WMD advisor. He provided planning, security and weapons of mass destruction (WMD) input in preparation for visits by the president and vice president of the United States, as well as planning, security and traffic control for musical events at the Mountain Laurel Performing Arts Center and AAA baseball games for the Scranton/Wilkes-Barre Yankees at Montage Mountain.
Corporal Tomaino is the author of numerous Point of Dispensing (POD) Emergency Action Plans (EAP), which detail the distribution of immunizations during a pandemic, for the Pennsylvania Department of Health (DOH).
Corporal Tomaino was employed as a staff engineer in the commercial nuclear power industry for three years prior to joining the Pennsylvania State Police and also served six years in the United States Navy. Corporal Tomaino is a graduate of the Navy Nuclear Power School and was a subject matter expert (SME) for numerous power plant systems as well as an instructor for those systems.
